Admissions/Transportation/Intake

Case ManagementWith the assistance of a grant
from the Indiana Criminal Justice Institute, the Youth Center
has
implemented a nationally unique transportation and
case management system to service surrounding counties.
The 24 hour transportation/case management team is comprised
of 3 full time transportation officer/case management assistants
and is supervised by a full time transportation supervisor/case
manager.
Each officer is assigned specific counties and acts as the
liaison between the Youth Center and the placing county. This
officer is responsible for assigned residents from the initial
intake throughout their entire stay with the Youth Center.
Officers are responsible for the initial medical appointment,
psychological testing etc. and the flow of necessary paperwork
prepared between agencies. Essentially, when an officer brings
a resident to court, they will be prepared to answer any questions
regarding behavior and daily activity that might be asked.
This system enables counties to have the luxury of dealing
with one specific person regarding all residents placed.
The use of our transportation vehicles and the commitment
of our 24 hour transportation team, reduces the amount of
time and funds expended by the placing counties in transporting
youth. This allows local officers to stay in their communities
where needed, while the Your Center completes pick-ups and
other necessary transportation.

Medical Care
Medical and Nursing services at HCYC are
primarily provided through the offices of New Castle Family
Physicians. In addition to daily nursing services at the
Center, Drs. Barr, McGlothlin, and Miller are Board Certified
Family Physicians who make regular visits to HCYC.
Most medical care is delivered onsite at the center. If needed,
the resources of Henry County Urgent Care, and Henry County
Memorial Hospital are also readily available. Medical care at
HCYC is focused on providing service for acute medical problems,
continuing previously prescribed treatment for chronic conditions,
and referral to appropriate diagnostic and treatment facilities
when necessary. Our goal is to provide attentive, high quality
medical care to our residents.

Mental Health
Mental Health Services
for residents in the Kellam Youth and Family Services program
are primarily provided through the Professional Alliance of
Counselors and Therapists Inc. (PACT). This program provides individual and group therapy
in addition to family therapy on site at the Center.
Psychiatric evaluations
and medication monitoring as well as psychological assessment
are also offered on site. In those instances where emergency
mental health services are required, PACT also provides 24
hour, seven day a week coverage for all Center residents.
Treatment plans are focused on the individual
resident that encompasses academic, vocational, and social
skills as well as mental health issues of depression, anxiety,
substance abuse issues and family interactions. The goal is
to provide these individuals with skills to live in their
community and be productive in school, in their vocational
experience and in their daily relationships.

Education
All residents of the Henry County Youth
Center (HCYC) participate in an education program. Henry
County non-secure residents may continue to attend their
home school or be enrolled in the Youth Center (YC) Education
Program. Classes meet year round, providing students with
a daily schedule of five one-hour academic and elective
classes and a recreation period.
Students participate in
one of four education programs: assignments provided by the
home school; enrollment in the credit recovery program; enrollment
in the Adult Basic Education, working towards a GED (General
Education Development); enrollment in Adult Basic Education
for academic remediation. The Education Program is administered
by the New Castle Community Schools. Four (4) licensed teachers
and a support person are assigned to the YC Education Program.
The HCYC Education Program is not supported
through the per diem charge to the user county. The school
corporation of legal settlement is responsible for payment.
A transfer tuition form needs to be provided by the user county
for each individual, regardless of the length of stay. Corporations
are billed in August for the previous year's (July 1 through
June 30) education costs. The transfer tuition form, which
is in accordance with the Indiana Department of Education
and the Indiana Code, identifies the corporation to bill.
Individuals 16 years and older, who have not
been enrolled in school, have not attended regularly, or have
not experienced success will be recommended for academic instruction
in Adult Basic Education and elective classes. Students, not
having graduated or not having earned sufficient credits to
graduate in a reasonable time for their age, will be encouraged
to work toward taking the GED test.
The goal of the HCYC education program is to
have a positive affect on each student and make their time
in the classroom as productive as possible.

Food and Nutrition
The Henry County Youth Center, in compliance
with all regulations of the State Board of Health, provides
a menu of three (3) nutritional meals a day, in addition to
afternoon and evening snacks. Further, The Youth Center's
Food Services staff will ensure that meals meet the dietary
needs of each resident based on the National Research Council's
"Recommended Daily Allowance's", according to the
resident's age, sex and maturation.
The HCYC Food/Nutrition Program is managed
by one (1) full time Manager of Food Services and three (3)
full time Cooks, all of who receive training in excess of
the minimum number of hours required. The Manager of Food
Services is a member of the HCYC Management Team and has a
significant role in the integration of food services and nutrition
into a resident's daily life. The Food Services staff will
address and monitor all special and therapeutic diets under
the supervision of an attending physician.
All residents of HCYC are served meals in a
relaxed atmosphere of the Center's cafeteria. Center staff,
responsible for the direct and continuous supervision, is
expected to eat with and interact with the residents. Staff
is not allowed to eat food different than that being served
to the residents. Proper table etiquette and behavior is expected
of all residents. Residents participate in the general maintenance
and upkeep of the cafeteria area.
The Center's Food Service's staff is involved
in a number of special program initiatives throughout the
year:
- Nutritional education for all residents.
- "Christmas in July"-A special cookout and activities
event for all residents.
- Thanksgiving Dinner for all residents and family.
- Christmas Dinner for all residents and family.
- Christmas Extravaganza-A community and resident Christmas event.
The HCYC Food Services staff, like all
Center staff, is integrated into every aspect of a resident's
daily living.

Social Growth and Development
The Henry County Youth Center takes great pride
in the on-going development and implementation of the Social
Growth and Development Program. This program is an integral
part of a residents learning experience at HCYC.
The program and services are not exclusively focused on leisure
time or fun activity as is sometimes the conclusion of the
uninformed. More importantly the program and services are
geared to the individual needs of each resident with emphasis
on social growth and development.
The HCYC Social Growth and Development Program
is staffed by one (1) full time Manager of Program Services,
one (1) full time Youth Manager assigned to Secure Detention
and one (1) full time Youth Manager assigned to Staff Secure/Shelter
and Kellam Residential Treatment Unit. However, the core of
the program is supported by over one hundred (100) Volunteers;
Undergraduate and Graduate Level Students; and several Community
Organizations and Faith-Based Groups.
Aside from the typical activities required by regulation
(i.e. large and small muscle activity, competitive sports,
table games, approved movies, etc.) HCYC offers
a variety structured programs and activities that include, but
are not limited to:

HCYC also requires eligible residents to proactively
engage in community services (see
Events) activities as a
part of their Individualized Treatment Plan; participate in
educational opportunities sponsored by various community organizations;
educational field trips; etc. Residents are also encouraged
to pursue individual hobbies and activities of special interest
(e.g. writing, art, arts/crafts, science, etc).
The HCYC Social Growth and Development Program
allows for a balanced approached to a residents daily living
at the Youth Center, and is integral to the successful development
of a residents Individual Treatment Plan or even short term/temporary
placement.
